Can we use LGBTQ+ data for outreach?

I am a research analyst from Delta college. A collegue would like to outreach to our LGBTQ+ students. In the past I was told we can only use the LGBTQ+ data for aggregate purposes, opposed to contact lists. Is this an official policy of the chancellor's office? Or can our college make the call to allow equity professionals to contact these students? Please let me know. Thank you!
