Error reported by students in China

Our international student offices are reporting that several agency partners (and their prospective students) from China have been unable to access CCC Apply. The message they get references detection of a proxy connection. A screen shot of the error is below, and it reads, "A proxy connection has been detected. To connect to California Community Colleges you must disable anonymizing services..."

Can someone explain this error, or determine if there is a problem in China?

    I have created a Zendesk for this issue as we will need to gather more information, and this Public Forum is too public for that. I will say that in the past the students from China's issue was the reCAPTCHA from Google that created an issue setting up their account.
