determined_homeless not downloading from pilot site

Hello. I recently added the determined_homeless flag to my bog.xml format file for my pilot site. See xml snippet below.

When I complete a test application and then run the transfer-client the field isn't there. Is there something that I might have missed in the configuration? I'm using version 6.5 of the transfer client and have the correct java version.
