Instructional Design

I am wondering whether there are any recommendations for instructional design tools for creating online courses (e.g. Articulate Storyline, Adobe Captivate, etc.) that don't have significant accessibility-related problems that are built into the tool itself.
For instance, some tools I've seen have default navigation options that aren't accessible and can't be easily overwritten, or others even don't support alt text. Are there any recommended options to avoid that sort of default issue so that problems are at least under the designer's control?
