Household Size on CCPG Application

I noticed that student who are reporting a zero value on the number in household under both the dependent and independent section of the application is importing through our system. My concern is students are reporting zero instead of a value greater than zero and they are automatically being awarded the fee waiver. Is this a set up on our end? If students are completing the application on CCCAPPLY and they report a zero under the number in household, shouldn’t their application get rejected?
