Construction Maps

Our campus is currently under construction and has new foot paths that we have online for our students and staff. I'm getting a little confused on making these accessible. If we make them PDF's, they really just have lots of lines and the words are just in the legend or are labeling a building or parking, but read by a screen reader, the words are just out of context. How do you make something like this accessible? 

These are also mainly created in Illustrator which causes a whole other level of issues in tagging a PDF. Looking for some advice on how to proceed. The simpler the better as the person(s) designing these are not experts at accessibility and need to remake these maps as construction plans change. These maps can be seen on https://www.bakersfieldcollege.edu/abetterbc
