English Proficiency Type = Attending a Language School

I created an IA rule for West LA College in the PILOT site for eng_proficiency_type == Attending a Language School but when I tested the rule (by submitting an application) I did not receive the automated email.  Can you please take a look at my rule and see if there is anything wrong with it?

{
    mail("LangSchool", "[email protected]", "WLAC Assessment Exam")
}

    Olivia,Have you tested an email outside of your campus (google or yahoo mail) to see if the rule is working, but the delivery on your Network is not?

    Hi Merrie,
    I'm testing an email outside the district (gmail) but I'm unable to submit the international application.  The submit button is missing from the pilot site.  CCCID: AAA9180

    Hi Merrie,
    Los Angeles Valley College is testing the international application in the pilot site.  This college selected 'Attending a Language School' as an English Proficiency Type to appear on the application.  According to the pilot Administrator setup there are no low and high score configuration for this selection however the pilot application is requiring the applicant to enter a total score which is not applicable when the student has attended an English-language school.  Is this an issue in the pilot site only or is it behaving this way in production too?image

    It appears that the pilot international application is not reading the English Proficiency configuration from the pilot administrator.  Can you please look into this?  We want to make sure that our setup is correct before going live.  Thank you.
