Why does OpenCCC require students to have their own email address?

In the legacy Xap application, students were provided an email address. Why does OpenCCC require students to have their own email address?

    The California Community Colleges and OpenCCC will use email to send students important information. Students will need to provide an email address when they create an account, as OpenCCC does not create or provide end-users with an email address; free email accounts are available from many sources.
