Rules - Messages not sending

Messages are not being sent when rules are met.  I submitted applications for Fresno City College (571) and Clovis Community College (576).  We have rules for Application Confirmation and Title IX Survey that should have trigged a messages to the applicant but no message was sent.

1) Are you using your Fresno email address for your testing? 
2) Are you testing in Pilot, or is this happening in Production?
3) Will you send the CCCID to me via email for the account you are testing with?
