If student is under 19 at the start of the RDD date, the Parent gaurdian name and relationship field should be selected by default

If student is under 19 at the start of the RDD date, the student parent guardian name and relationship field should be selected by default and should be displayed first. We have far to many students who answer this question incorrectly and we have to follow up with paper documentation to get their parent or guardian information. This question is key to residency determination. Additionally, further wordsmithing is needed to properly capture students who are not under their parent's care and control.

Hi Mitch,

Thanks for this suggestion.  I have just recently met with the Chancellor's Office to discuss the Parent/Guardian Dependency Status question this past week and a change to the language is being reviewed as we speak. However the discussion focused around adding a bullet to the bulleted list (to determine the student's independence) for students who are in the foster care system currently. 

I'm not sure I understand your suggestion about selecting Parent/Guardian Information by default, because what if the student falls into one of the bulleted exceptions that determines them to be independent?
